To reach 100% energy efficiency, all available energy from the wind would have to be converted into electricity. In other words, all of the wind energy would be transformed, and the air would stop moving as it makes contact with the turbine blades. In reality, this is not possible as a rotor only spins if the wind passes over the blades.
